Lucian is one of the best ADCs early to mid game, for late game there are far better options. As always, champion builds (not only items but skill order and runes too, even summoner spells) are relative to the match-up. You should be casting Q in the animation of your AA anyways. As long as you're choosing the right time to trade, using the auto reset first and getting PtA before you Q is clearly better.
