If by gently touching it to the relay socket it comes on it's a bad relay. I think it retails at a Hyundai dealer for about $16. Explore Our Forums ...you need to remove the outer tie rod from the knuckle, off the inner rod, and pull the boot off the inner tie rod, and like h8isgr8 said, there is the tab washer to come off as well, the new inner will come with one.
